Shorter hair brings out the expression of the face and removes the framing. It forces the face and the neck out into the open. I would even go so far as to say it reveals how attractive a girl really is because nothing can be hidden. It seems to shatter the illusion that girls and boys look all that different and men can't seem to be able to handle it.
And I laugh myself silly whenever it comes up.
I love girls with short hair.
I think you haven't found the right girls though. Look up Ashley Scott for example, long, short, blonde, brunette, doesn't seems to matter on her. Enya also looked spectacular when she wanted to, she's a bit older now. Loads of examples. It seems like a lost art among starlets or something, every now and again one punches through though. Keira Knightley pulls off short hair elegantly or boyishly or as a wild child, depending on how she styles it and dresses. Have you ever seen the Tenth Kingdom? That girl's looks improve dramatically the moment she cuts her hair (about 45 min into the film). Oh yeah, Natalie Portman is another good one, she becomes really boyish though, so your mileage may vary.

tbh i think Megan Fox would look much much nicer with less make up, seriously she is good looking (not amazing) but if her make up wasnt so thick she would be alot more apealing
