Steam is not bad. There are some things missing in its gaming liberty, one or two issues with the online off line thing and connection times being relatively long oh and download times being long also, but generally you cannot fault it.
At one point I was unhappy with the pure exsistance of steam and its requirement for half life episode 2. But that was the time when I was using my parents diel up connection and I was only allowed to use the internet between 6 and 10 (or between cheap internet now and bed or bed of others adding the fact the lead to the computer was a golly good trip hazard). Now in the realm of broad band that is all different.
If you got a parcific update problem, you can disable that feature if you don't want it cannot remember where that is but it is there somewhere.
As for the download problems, well there is not much you can do about that unless you sort out your internet provider to get unlimited but I understand that that is situational to where you live. Your alternative is buying the disks but that also comes with its pros and cons
If you are set on steam I think it has a feature to backup installation files, so all you would need is a decent sized hard drive to store it all. Then at least you would not have to redownload games again.
So ye deal with the download issues and pay the money, Find another way to get web cheaper some how or just buy the disks.
