Doing whatever you want goes to oblivion and fable, oblivion over fable, because in mass effect you can't do more then what they say you can do.
Fable 2 is not too long if you just go with the main missions. You could probably complete it in a day if you were hasty about it.
Not to say fable is the worst of the mix. For me because it has more replay value then oblivion or mass effect. In oblivion all you need to do to restart from a sword player to a magic player is stop using swords and start using magic. Meanwhile mass effect is just too damn long to really replay and it's story is very linear so you know how things will turn up regardless of what you do or not do.
The best one would be bioshock since it has a good storyline and it gives room to do what you want but i can't say much about the replay value of it's storyline, though shooting everything up again is entertaining.
And Bioshock's story relies too much of Audio Logs, the actual story itself isn't all that special.
I've played Mass Effect several million times to make my perfect Sheppard but it's always felt longer. In fairness though I'm usually a sucker for having to finish every single side mission and such but the whole job mini-games thing in Fable II bored me to tears and I couldn't be bothered to get all the extra quests from buying properties. Still I finished the main story in Fable II the day I got it which was unexpected and disappointing. I didn't even play all day, I got in when I finished work at about 3pm.
I find finishing Mass Effect to be much more rewarding than finishing Fable II. Fable II is an alright game but nothing too special. The money making thing really ruined it for me. You can play annoying mini-games or you can buy a property and leave your console on and go to bed.
Mass Effect has a really engaging story but it is linear. It does have plenty of replayability in that you can make your character differently, and choose different outcomes to some extent. I mean I got a bit obsessive about making the perfect sheppard which was kinda cool, it's a pity that none of that counted in the sequel.
As for oblivion I just didn't like it. At first I was really interested in the levelling mechanics but it wasn't enough. I managed to get to level 4 (2 levels higher than what I finished the main story at!!) and then I lost interest and never played it again.
