That time is probably being put towards the whole "Fanboys are dickheads, let's do everything in our power to stop them emailing us with their dickhead comments". Episode 2 was released almost 3 years ago. The whole point of the "Episodic" content was so that it would be shorter, smaller and therefore less expensive. Now, even if it IS a full length game, taking your time on it certainly does not mean that the game will be better. Sure, less prone to be buggy but not at all better.
