Plays in that period were categorized by their ending.

Tragedies ended with the protagonist's death (Othelo, Macbeth, Hamlet)

While comedies ended with the protagonist's triumph (Midsummer Night's Dream, Henry IV part1&2, Taming of the Shrew)

So, by definition, Romeo and Juliet is a tragedy.

it's incredibly tragic.

but as any good story it has some points of humour in it.
doesn't make it a comedy though.
