It's up to the individual, really. But if you're gonna do it, be prepared to either do it for quite some time on a regular, daily basis, or weather through it once to realize that while smooth feels awesome for about 24 hours, anything after that starts to itch and be irritated. I shaved my head completely once, from neck to crown, completely hairless. While I did look a bit like a cancer kid, I did experience it. Shaving your arms isn't too bad, but if you shave your legs, you're gonna get a bit cold (unless you live out here in the desert, that is...) for a bit. It's on you, though.
Oh, and word from experience--don't shave your eyebrows. They will itch for days growing back, and there's nothing that will alieviate that itch.

Tidy is so much nicer than bare, usually, anyways. That said, bare's not bad, though your statment there really makes me remember Lolita, and how much that book made me wonder if it really was wrong.
