There had been no apocalypse in that game. Actually, from what I understand of the Stalker plot, (which isn't terribly much) it's actually DURING the beginnings of the apocalypse. In fact, I'm not sure it ever tells you if the apocalypse ever covers the whole world eventually or not.
Though the AI isn't the best in the game, they still kick your ass... A LOT.
