I suppose 2 then 3. Though most countries aren't stupid enough to do that.

I don't get in to heady political issues really but I know when I visited china my friend and I got yelled at by Chinese police (or maybe they were security guards we're not sure) in Cantonese. We were standing on the sidewalk off to the side looking at a map (this was pre-gps) when three of them walked up and started yelling and pointing at a store. We just kept smiling and shrugging and asking them to speak slower. Eventually they stormed off and we left.

To this day we're not sure what the hell happened.

A tourist who "traffics drugs" is not worth a war. I would negotiate their return to my State where they would be tried and punished according to our laws.

Doing nothing would probably anger the people in my country, and offering a favor to a totalitarian government seems like a bad situation in the making.

I suppose I could send a team to break the tourists out of prison, but if the team was caught, it would almost definitely mean war. They might not even be worth the risk.
If these tourists were truthfully selling cocaine on the streets, and it wasn't a setup, I would negotiate their return, but not much else.

I petition the other country for extradition of the detainees and launch my own investigation into the allegations. The decision will then be made in a court of law as to whether they will go to jail. My people will not be killed by another nation though, even if it does require a deal to be made with the other nation.

In all honesty I would probably do nothing. Maybe try a little diplomacy but in all I fall back on the "you can't fix stupid" mentality. I mean come on it was a "corrupt and totalitarian" nation. These people knew that before they went and should have understood that. I mean if I decide to vacation in Somalia and take a nice boat ride off the coast why should the US come and try to save me if I get kidnapped by pirates? I knew the risks and heard the stories on the news yet I still didn't stay away.

I have also thought of this before, in such cases with North Korea and when different human rights members cross illegally to try and bring letters of peace and "goodwill" to that lovable dictator with a big heart. I am of course speaking of none other than Kim Jong il. When these people inevitably get arrested and thrown into work camps for breaking that nation's laws why should the government of their respective countries have to go to bat for them? They knew what they were getting into, let them serve their time.

No one forced them to go into that country or to possess illegal drugs, so I say let 'em sleep in the bed they made.

I'm something of a cynic, and I'm also the sort of guy who tries to keep everyone sweet while still furthering my own opinions. And my opinion here is that the person should have known the laws of the country they were going to, and they still chose to commit the crime, so they deserve whatever the sentence is in said country.

Thus, I would take the 'Diplomacy 1' option. Because that way, I keep my own citizens happy for trying, for the most part, and since I know it's hardly going to work, my own opinions are saw through anyway. And if the guy does get extradited back home, then I can simply have him arrested for the same charge in this country, and stick him in jail, while saving his life. Either way, the guy is punished, and my citizens are happy. Everybody wins! Except the idiot drug smuggler, of course, but who gives a damn about him anyway...?
