When you say weapons, do you mean primary firearms like assault/battle rifles, SMGs, LMGs, etc.? Personally, I think it depends on the game, so something like COD or Battlefield, I wouldnt be bothered by only 2 guns. But a game like Doom with a 2 gun limit would just suck.

Technically speaking, weapon capacity has been streamlined, not reduced. While in Doom/Golden Eye you could pull a dozen weapons out of hammer space, you could only use weapon at a time. In today's games, particularly on consoles, some weapons are hotkeyed out of your inventory, i.e. explosives/knifes/etc. Not to mention that games today are balanced in a rock-paper-scissors way so that eventually, one way or another, someone will kill you, as opposed to say, Unreal Tournament, where balance is dependent on player skill and not on inventory.
