Tiny hood? here are some facts and numbers
Head of the penis - 4,000 nerve endings
Clitoris 8,000 nerve endings
Foreskin 20,000 nerve endings
In total the foreskin is 1/3 (33%) to 1/2 (50%) the total surface area of the entire penis
Saying the foreskin is only a tiny hood of skin is like saying your head is only a pimple on your torso, its ok to burst it.
