A kid in my school is having charges pressed against him because he "touched" 69 out of the 73 girls in the school. I don't really like the kid, he's sort of annoying, but that shouldn't factor in your opinion.

EDIT: Like on the leg, or stroking hair. While saying "You're a ten" or something like that.

EDIT 2:I don't have any more specific info, but he can make a very realistic chicken noise. I'll find out more tommorow, if this thread is still active.

I'm confused.

He "touched" them is a relative term.

How or in what area he touched them can determine his punishment.

If it was sexual, then yes, he deserves the charges.

This is really messed up stuff for a 9 year old boy to say. Where are kids learning this stuff? Parents aren't involved enough in their kids life and they are learning non-age appropriate things.
