I don't care what it is, kid in a mask, whatever.
It wasn't scary.
Though, Silent Hill pretty much reduced my perception of fear to "Pyramid Head" and "What the hell was that noise behind me", so it takes a lot.
I do agree with the person that the area around the circle looks like a buffalo.
