So basically what if we used spec ops for civilian policing?
I mean, obviously there can't just be one. Face it, it wouldn't work. One guy working every night all night zipping around from mugging to mugging (which he apparently would know the location of by batsense) wouldn't even dent the crime rate in most cities. For big targets, you need a lot of men to gather intel at a rate fast enough to stay relevant, and going alone into a firefight is just never a good idea.
On that note, they'd need guns. Sorry, but in real life criminals with guns don't just kind of wait around and wait to be knocked out. Training is great and all, but outside of a certain range, gun always has the upper hand. If you've got guys busting hundreds of armed criminals a week with just their fists, a lot of them are going to get shot no matter how good they are.
Lastly, they'd need intel. An insane amount of it, and they wouldn't be bound by any laws in acquiring it.
So basically what you're proposing is a ultra-deadly secret police with authorization to stalk and kill any citizen in the name of the government without having to answer for their actions.
