Hmmmm, that's a bit dodgy as a binding rule. I'm certain I never saw a rule like that near the end, and indeed there are several characters who didn't use the Note after they officially became 'Notebearers', however temporarily they held that status (best term I could think of). Particularly most of the SPK and the Tokyo investigators. As for the quote you refer to, that's down to the Shinigami themselves to uphold, and usually they're the ones using it anyway, so it can't be held as true for humans. That's the closest thing I can get to the rule I was talking about before (I couldn't find any two websites that different list conflicting sets of rules), I'm pretty sure the "must be used once" rule popped up somewhere near the end of the anime.
