they might be pretty nifty personal entertainment and information tools, but
for me if it doesn't have the following, it isnt a pc:
1,
usb, mini usb, ps/2 or some other popular form of peripheral attachment port
for high speed input/output such as audio input, printer / webcam outputs or
precision controls ( any game peripheral or graphical tablet, mice ect.)
2,
a reasonable definition display to view created media, games, tv
( at-least 360p, because that's youtube minimum and if you cant watch youtube on your pc it's a joke. )
( as in, no mp3 players, radios, watches, cameras, whatever that happens to have a usb port on it )
3,
the ability to run an operating system of reasonable quality
and no, i do not mean 'windows 7' i mean any third party os that will run media content, games, word processing, ect.
( no Chinese backstreet operating systems, or devices that only run java, hell most people's car sat-navs can run java. )
android or equivalent certainly qualifies.
4,
a computer must have a replaceable battery if it has one, and hard-drive swap-ability
personal preference on this one, basically anything that has built in battery's or non serviceable parts such as mp3 players with wifi and you-tube and stuff, do not count as pc's ( creative make one with this kind of spec list, crazy as it sounds )
( [sarcasm] oh, and macs, because macs are not pc's either and as nobody will bother reading this who cares anyway. [/sarcasm]* )

Software
your device must be able to run software of some kind, 'apps' count but only if they are capable of processing tasks such as word processing, medis content creation, modification or audio processing and modification

if you have a smartphone that can legitimately do everything i listed, congrats it IS a pc by any reasonable definition but for most people i honestly doubt that's the case.
1. It can accept bluetooth input devices such as mouse and keyboard. I'm sure with a little configuration I can even configure it with a printer over wi-fi, as well as accept streaming media or send streaming media.
2. 4" qHD display is pretty big and high quality, as well as an HDMI output for larger display.
3. Android qualifies you said yourself.
4. I can buy replaceable batteries quite easily, more easily than I can buy a larger battery for my netbook.
5. I have google docs on it, so I can word process fully while on the move to access them at home later. There is also media creation software out there for android.
6. I'm running a PC as my mobile phone by your standards.
I'm not even taking into consideration the fact there are peripherals for my phone to make it a pc. I'd also like to point out that most android devices have all these capabilities. I say most because there will be exceptions.

Anyway, back on topic.
I use a desktop as my primary machine, primarily for the reason I can sit comfortably at it for hours. I do have a reasonably powerful netbook but extended periods of time on it become truely uncomfortable.
