For me, I am split between 2 choices. As an American who fully supports his country, I find the NCR appealing because it's basically America restarting but from West to East this time. They have democracy, organization, drive, and yeah, some corruption. But it still seems to be the only group that not only is capable of reunifying the wasteland and rebuilding society, but also the one that most people actually like.
On the other hand, the societies from the Capital Wasteland is appealing too. Each city has its own government and they trade between each other but otherwise don't meddle in each others' affairs, so people don't really have to worry about Big Brother keeping them from being happy. The downside to this is that they have practically no way of defending themselves from a major threat (like the Enclave) and require outside help from, let's face it, VERY GENEROUS people to solve those issues (like the Lone Wanderer and the Capital Wasteland Brotherhood). Still, with the active trading and general support yet separation from each other, this system is more like half-colonialism and half-Confederacy.
And keep your comments about Fallout 3 to yourself, Fallout purists. This is not the topic for that.
