The characters, but then the general plot or world. This is a rather difficult decision actually, because they all are important to a storyline...

A good plot needs at least two, usually.
Though I have read books merely because I love the world, or a single character stands out well.

The characters, in my opinion. You could write a book about a man coping with the runs all day, but as long as he's interesting, the poor quality of the subject matter can be forgiven. Case in point: Scott Pilgrim.

Similarly, an excellent concept can be ruined by flat or badly-done characters. Case in point: Eragon.

Characters. A plot could be horrible and horribly told, but if the characters are amazing (I.e Modern Warfare 2 for me. I adore Ghost and Soap but I hate the story there in) then I don't really care.
