Its fear, every human action is driven by fear, the fear of being alone, the fear of not passing an exam, fear of how you appear to others, fear of the future, fear of the past. Everything is driven by it in all cultures and society's people are afraid of something.

I'd say stupidity, but seeing as how it isn't an option I'll take fear, seeing as how fear is the more consistent and universal of the two

Probably hate. Or, to avoid sounding like some kind of an emo outcast, I'd say the urge to form groups and hating on the people who don't belong to such groups.

Hate, I would argue, is an effect of fear. The phrase 'people hate what they fear' is pretty apt when you look at history, especially politics.
