I'm going to LOVE both! The only similarity I will draw between them is the detective aspect. In Arkham City, I can't imagine it being too different from Arkham Asylum, where you - as the world's greatest detective - had to follow chemical traces and whatnot. L.A. Noire easily trumps this, since you're actually going to NEED your own detective skills, and that includes pressing witnesses, using evidence and finding clues, patterns, m.o.'s, suspects, etc.
Both games are going to be very rich in story, both with an absence of multiplayer (thank FUCK!)
I'm personally a big fan of noir and detective stories, yet I love Batman even more. Both these games will be brilliant in their own right, but I'm looking forward to L.A. Noire more because it'll be much more of a fresh, new experience. Plus it comes out sooner. =)
