The way I have always understood it is that heroes like the FF, who got their powers in an accident are seen as noble as they are victims who use the accidental powers to help whereas mutants are seen as a threat because they are born and they have a rapidly expanding population.

Honestly I don't think I could choose but if pushed I would go with Marvel. As much as I love Marvel if I lived in the DC universe their is the very small chance I could get my hands on a power ring......

I'd say DC would be the worst just because it seems like it would be harder to gain powers in, and having powers would be the only to be safe. In the Marvel universe you could be born a mutant or have some kind of accident and even if you don't Marvel seems to have a lot more powerless bad asses, Punisher, black widow, hawkeye, iron man, Nick Fury. While DC really only has Batman and Green Arrow I guess, but I'm not really the biggest DC fan so maybe I'm missing a bunch.

Hm...actually when I think about it in DC there isn't much of an anti-supervillian organization headed buy the government (That I know of) and while it would suck to live in the Marvel universe if you were a mutant or another super hero who got no respect (Poor Spiderman) if you were an average day civilian all of those anti-super policies might look a bit friendly.
I think there is the department of Metahuman affairs in DC. I'm not sure though. Not quite S.H.I.L.D but it's something.
