Stalin. He oppressed more people and for longer than Hitler. Stalin was a paranoid, sociopathic dictator who was just good at being a sociopathic dictator... and he was good at it. Very good at it. No one did evil quite like Stalin did, he literally built his power of his friends, citizens and soldiers corpses. He hated everyone, he didn't trust anyone, and he was willing to kill anything, and he did it to the tune of 20 million people. That makes Hitlers body count pale in comparison. On top of all that, he took over Eastern Europe and oppressed them until his death, shipping millions off to Siberia and terrorising a third of Asia till his death. That's why I think Stalin holds the top spot for evil. Genghis Khan holds 2nd place, with Hitler holding a very tentative 3rd, just ahead of Julius Caesar.
This is not a defence of Hitler, hell, I still ranked him as 3rd, and thats after the person who laid waste to almost all of Asia and made up for the bits he missed by attacking eastern europe, and just ahead of the guy who murdered a million Gauls and enslaved another million for the sake of his political career. Hitler was a truly evil person who was personally responsible for millions of deaths in the camps, not to mention all the people killed in the war and innocent civilians killed in Britain and Russia (though Britain did its own bit of bombing afterwards... come to think of this why isn't bomber Harris here?... more on that later) all I'm saying is that for all that incredible evil, he still doesn't even hold a candle to Stalin on the deliberate damage done to humanity.
Bomber Harris was the person with the bright idea to bomb Germany's cities in an attempt to break their spirit. People might say "war is war" but for me that's like me in Total War deciding to use the "exterminate" button every time I conquer a settlement because I find civilian's feelings inconvenient to my war effort... only these are real human lives, not numbers on a computer screen. I have complete contempt for and disgust at someone who sees human lives as worthless just for being foreign.
