Depends on the game. Sometimes it's bad because consumers wanted it that way. Sometimes it's bad because publishers stopped funding, or didn't fund enough. Sometimes the developers were lazy assholes.

There are a lot of possibilities

You know what? I think this boy's got it. Seriously, it's hard to blame a single group for this. They all make dumb mistakes (sometimes repeatedly) and create these problems. So, the answer is...well...stupid people are to blame.

Well, partially the consumers, because then the developers have to bend to their needs, and it turns out shit, and the publishers are just fuckwits all the time, so they are a constant issue. If consumers just lowered their expentancy bar a bit, then developers could have a bit of leway, therefor, producing good games again. Thats my theory anyway.

It sucks to choose between the guys who make the bad games (developers) and the the people who consistently fall for it (consumers) but I will go with the developers since they seem to not really care what the game is so long as it sells (the ideal business practice).

They could make good games for the pure desire of ensuring a title has longevity instead of planned obsolescence but no, get the publishers to hype (easiest job) and the consumers will fall for it.

Developers need to change or go down. Good thing Valve hasn't been corrupted.... yet (hope they never do).

A few people have mentioned VALVe. As we can see, when they ported to PS3, they went with EA, and the glorious Orange Box which was gifted to us by the Almighty God of Gaming was made poorly. In conclusion, I say that the publishers have quite a bit to do with it.

Ugh... the guys who made it, the developers. Seriously, publishers aren't responsible for programming a damn thing and players, while influencing what games get made, do not lead a game to be bad unless they demand stupid features. The blame rests solely on the shoulders of developers who punch in code with good intentions but fail.

Ultimate responsibility falls to the developers. The consumer is not the most reliable judge of quality and while the publisher often plays the bad guy the responsibility of failure (or success) lies with those intrepid men and women who slave inside their magic boxes for years on end.

Publishers force deadlines and provide minimal budgets, developers are often poorly trained or don't have very good design teams overall, and consumers buy that crap and allow it to continue.

Edit: On second thought, it's Pirates faults, because everything ever is the fault of pirates.

Actually, that's a good question. The 'actually' is a continuation of a whole paragraph I had written displaying a point of view, which I now disagree with. I guess it depends how much influence the publisher has IE how mainstream they are. EA, for example, would have a decent proportion of blame. That said, if I see a bad game, I will usually assume bad development team; It isn't fair just to yell at the more public dudes. Scapegoats, I believe they are called now.

Developers are to blame. Publishers just put it out for the masses to buy. Those developing are the only ones that can change how good the game is.

To a greater or lesser gegree all of them.

Consumers for buying the dross.

Publishers for forcing a game to be rushed, dictating what a developer should be doing.

Devlopers for making soemthing bad, whether through their own design decisions, laziness, not standing up to publishers etc.

Who? All of them.

Developers for implementing stupid game mechanics, dumbing down games, making terrible console>PC ports and focusing on consoles in general. I know, more money in there, its all about money.

Publishers for enforcing totally retarded deadlines, comming up with poor excuses to include customer-harassing DRM, enforcing poorly functioning market models (How I hate DLCs...). Oh and milking every last drop out of every license they own.

Customers for letting devs and publishers get away with it.
