It definately won't be released by 3d Realms, Infact Valve will probably just take it up, new IP, the stories are already there, gives them something to do instead of releasing Half Life 2 ep 3, Valve are sad that Duke Nukem is king of vaporware and want to dethrone him themselves.

Maybe. As 3d realms is forced to release a pc version if they will not release it then all asset goes to take two (3d realms has a contract to release a pc version or all work goes to take two and they can finish the game and release it).

No they still claim that it hasn't been dropped yet.
3DRealms still exists (in a very small capacity).
