Are we talking design wise or techincal wise?
Technically, Sera's hair in Dragon Age: Inquisition looks like shit. It just looks like bits of string, or as if she made a wig out of shredded paper. Maybe it looks better on PC, but that hair looks awful. Same with the hair in Assassin's Creed: Unity.
What's with the current generation and fucking up hair so much anyway? It's like they're trying to to show off, rendering every little, individual strand, instead of just making it look right.
As for Seymour's hair... Eh, the whole world of Spira is nonsensical, Seymour's hair fits right in.
