Correct me if I am wrong but everybody who has been and is currently being extradited to the USA for breaking laws in the USA have hosted their site in the USA. Don't want to have to worry about breaking laws in the USA? Then don't host you content there. Then the worst they can do is block your site from users in the USA, which is the OP's question.
