If a person is completely without emotion, then said person can look at everything from a completely objective standpoint with no internal bias other than personal experience. In a stressful situation, a battlefield for example, a soldier without emotion could follow orders with little to no hesitation induced by fear. With no emotion, risk of PTSD would be drastically reduced, if not completely eliminated.
Scientists would be able to develop all sorts of new and unique technologies with no moral restrictions other than the ones imposed on them by society. Judges and juries could deliberate on cases more objectively, without any personal feelings clouding their judgment.
tl;dr - I don't think they would make a person 'smarter', but more able to focus their intelligence.
