it,s owner should have put it on a lease instead of having it run around on the road let,s say you where going to fast to stop (assuming you were driving under the speed limit) you would have ran him over anyway.(and yes I have a dog I just make sure he doesn't get into situations like htis)

Then they would be at fault. For somebody to run into you like that they would have to not be paying very much attention. If they are paying that little attention to the road then they are a road incident waiting to happen.
