I had a similar one. Finished the Thieve's Guild quests, got the Gray Cowl...and then it always acted like I had the cowl on, even when I didn't. To make it worse, it always said there was a guard following me even when there wasn't. No fast traveling, sleeping, or waiting. Have to fight everywhere I go. I got the glitch for the Skingrad recommendation for the Mage's Guild when
you go in the well looking for the ring that's supposed to be on the apprentice's body, but there's nothing there.
