Most jackets have a water-proof layer sprayed on to them. Avoid washing them heavily with soap and you don't need a jacket where the entire fabric is water-proof.

I love the rain, usually I will go for a wander in my t-shirt when it is raining. If I am expectiung to be out for quite a while then I will probably put a jacket on, but never wear anything on my head.

Definitely me in a nutshell.

Could careless if it's raining or not. xD
I love the rain!! Lol.
Yeah it got me in trouble at work a few times, said it was "unprofessional". But they stopped pestering me about it when it would hail and I was the only one who would go out and close people's car windows for them :p

Doesn't rain nearly hard enough out here to bother with anything other than a jacket.

If it's cold or raining I tend to wear one of these:

Pretty similar to mine, except mine is more battered and has a big Motorhead patch on the back.
And possibly a hoodie underneath

It NEVER rains here.

I live in Arizona, so we get rain maybe 6 times a year. Normally, I just put on my regular jacket and hat, and try not to stay outside for too long.

I wear a black cotton sweatshirt, shorts and flip-flops. My school's drainage system is awful and it's impossible to avoid puddles, so shorts and flip-flops work as a way for me to walk through deep puddles without getting my clothes wet. I also live in central California, so even when it rains it doesn't get that cold.

I wear a T-shirt and some jeans.

Also works in every other type of weather.

I don't feel the cold, due to being warmblooded :)

Coat in a bag. one of those cheap waterproofs that you can fold up into a bad, light enough that its not too warm and if it's not raining can just fold it up and stick it in the bottom of my school bag

What do you use/wear when it's raining outside? And why do you use what you use?
I prefer to wear a hoodie when it's raining, or looks like it might rain. I even have an old hoodie with the sleeves cut off for during the spring and summer. I like having the extra pockets and having my hands free to do whatever. Though if I was going to spend a lot of time, more than an hour, out in the rain I'll wear a rain coat/jacket/slicker.
I have two trench coats. One for summer, and one for winter. The winter one has an inner lining and is very heavy, and when combined with my hoodie, it is warm enough to walk anywhere, even in Iowa winters. My summer trench coat is missing it's inner lining, but still stops the summer rains quite effectively. When paired with my Fedora, I think I look quite badass.

When it rains, i'm usually in a leather jacket, but if it's really bad i use a raincoat.
One time i had only a denim jacket, and a binliner proved to be a very good solution to use on a moped.

My favourite combination is my trench coat and trilby/fedora, sometimes with an umbrella as well.

...I hate that damn thing with a passion matched only by my hate for the beret...

That said, I use an Army issued Gore-tex jacket:
