My idea of stealth is being a TF2 spy.

Assassins Creed does too.
So does Metal Gear Solid.
Fallout 3 did stealth alright, as you could always tell how hidden you were, there was an "OH SHIT" button available to re-hide, and with the Downloadable Content, an "OH SHIT" suit.
Plus I look pretty awesome in my pickpocketed Three Dog's Headwrap, My Lucky Shades, my Rangers Battle Armor, and my Gauss Rifle.
