What I always do (moved 18 times in my 23 years of life), I find where the nearest shop/supermarket is, find out how to get to work (if I had a job) and do them things.

What more is there? You will make friends at work and you can get shopping from the shop, nothing left to do.

Make a friend to explore with. Find out what they think the cool places are, then go around on my own when I have a rough idea of the way around and find cooler places.

Sounds smart. As for me, find a good bar then track down decent shops for sexifying my new abode.
