I like General RAAM the best.

If they would make a game about General Grievous however, I'd choose him.

I love the Half Life series but Gordan Freeman is almost non-existent, he is never seen in the games as it doesn't have cut-scenes and he is only on the box art for Half Life otherwise.

Basically he is never seen or even heard at all. So how exactly is he iconic?

I would say Sgt Maj Johnson from Halo. Putting the whole token black guy sidekick stereotype aside he was easily the funniest and most charismatic person in the series, and I reckon he counts as iconic.
