I measure intelligence by common sense, as I know people who did really well in school but are still some of the stupidest people I know. As such, I say educate rather then kill. Educate them in common sense, that is.

Well maybe rather than being a pompous, insecure jerk who doesn't have time for people for this post (Like EVERYONE who's referenced some form of mass murder here) I'd like to suggest that as long as someone isn't an asshole they're fine. Sure I've met people before who I knew weren't the brightest bulb in the house but they were still nice and easy to converse with. Normally what I find is that people who have little knowledge on the academic side of things can teach me a thing or two about another topic.
Cut down the unintelligent population, we should focus on cutting down the asshole population. Besides when you think about it a society full of nothing but those deemed intelligent would probably be a boring hell hole. Think about it, games have little to no intelligent value but we all love them, an average popcorn film (Action film, horror film, sex-orientated film and so on) are second only to the plankton at the bottom of the ocean for sophisticated sentience but we all love them.
Though in response to the actual question just better education and more focus on parenting.

If you killed every perceived stupid person in the world, the so called normal people would be branded stupid by those smarter than them. And then if you killed the normal people, the "smart people" would be called stupid by an even more selective crowd. This process won't end until there is only 1 person alive.
In my eyes you determin intelagence by seeing of the person in questoin has any common sence. Because some of my friends arent the smartest but they have common sence, and thats fine.

The challenge there is in defining common sense. A lot of what seems common sense to me might not for you.PhunkyPhazon said:

Hmmmmm. The biggest problem would be that society actually requires these 'stupid' people to actually function properly as a lot of crappy jobs are handled by these people (and middle management positions). So unless you want a career change to garbage man, then I'd recommend that we let live.
