if i upload my save data to online online storage and make my account on my nephew ps4 and pull mydata out of the online storage can i play my data onhis ps4 or i need to activate as primary on his ps4 too to play it if my data have DLC

As long as you are logged in as your account on his PS4, no, you do not need to activate his PS4 as your Primary PS4.

You can access all your account's data on any PS4 simply by logging into that PS4 with your account. Activating a console as your Primary console only makes it possible for other accounts on that console to access your account's library and piggyback on your PS+ subscription.

If your nephew wishes to access games from your library on his PS4 using his own account, you will have to activate his PS4 as Primary.
