Everyone has already mentioned High Schoold DxD. I'll be honest. I really didn't think I'd like that show. It goes a bit too far over the top for what I usually like. Plus, when nearly every single girl is packing a chest that could kill a man, it gets a bit overwhelming.
But man, does it stand up tall once the story gets going. After the sixth episode, I remember thinking, 'I can't believe I'm watching this, but I can't stop! I want to know what happens!' I think it's gone downhill a bit, just a bit, because the stakes haven't really been life or death like they were with Asia, but it looks like it should be stepping back into the good stuff soon, and not tournaments.

May I suggest Strike Witches and Heaven's Lost Property? I like both of those series as well. Strike Witches is funny but also has a lot of action. It could stand to have a few darker moments--like actually having some Witches die for a change--but overall I think it's worth your time.
Heaven's Lost Property was a nice change of pace (this was before I saw DxD) because the main character actually behaves the way a normal teenager would when put in that situation: he acts like a total pervert. But once the story gets going, namely when Nymph shows up and what happens to her, it's great.

This is what happened with me too. I'll be honest, I first watched it just thinking "Oooooh fanservice" but now I'm at the stage where I'd much prefer it without the fanservice. I'm really digging this whole Angels/Demons/Every single mythology setting and now I find the fanservice to be getting in the way of that.

Yes! A thousands times YES!

That and Midori Days are probably the only comedy anime that have ever cracked into my top 10 (or 20) anime. Another that makes my top 10 is anything Tenchi, yes, even the subpar ones.

Incidentally, Midori no Hibi is about a dude whose hand gets replaced by a girlfriend ...if that isn't fanservice, I've no idea what is! It's hilarious and endearing as well!

Dunno if the filters will let me say the name of my other favorite fanservice anime (it's a curse word that means "illegitimate child")...so I'll say that the main character's name is Dark Schneider, a dark wizard whose harem consists of hundreds of women, is feared as the ultimate evil, yet consistently saves the day and shows his awesomeness, haha!

I also enjoyed Steel Angel Kurumi (to me an action packed version of Chobits, which I saw afterwards and didn't like as much as a result) and DEARs, although they aren't for everyone.

Then there's a straight up H anime my surrogate sister recommended for me called "I Dream of Mimi." I initially looked at her sideways, but she swore it wasn't overly graphic, and the story was hilarious. With a bit of editing, I think it could serve as a hilarious ecchi comedy. As it stands, it's one of the few H anime that I will ever recommend to someone. The other is basically Excel Saga, the H episode. I first saw it (___ Demon Queen) at Dragon Con, and the MSTing of that show was freaking priceless!

But back on track...Shuffle is hit or miss, depending on whether you need the protagonist to actually make a choice. I also enjoyed Demon King Daimou, and Amagami SS was awesome! If you like action, there's also Campione and Strike the Blood.

I would make a joke about Highschool of the Dead, but I won't... Instead, I would say most of the Tenchi series from the original OVA to War on Geminar...

Other than that, I second (third?) the Haganai [edit] and, especially, Witchblade... (Honorable mention to RIN ~Daughters of Mnemosyne~...)

I don't know if this qualifies as quality, but its certainly different. And like really uncomfortable/awkward for some reason. The show is Makura no Danshi or Pillow Boys, basically its all POV shots of dudes talking to you just before you fall asleep. And each 4 minute episode is a different dude. So far there is nothing traditionally fanservicy but the opening song. I guess in future episodes they will reach that point. Still creeps me out though... I don't know if they meant to give that reaction but yeah....

Don't ask any questions, just turn off your brain and watch it (it's only 12 episodes). It actually tries something different like a spoiled ***** of a main character and a lot of tragedy, although the tone does seem to flit all over the place. It was enough to keep me watching. It also helps that the characters are GORGEOUS with somewhat realistic proportions and actually look older than 10! Ok so it has CGI robots, but these days costs gotta be cut somewhere right?

But really, are you after anime that have quality fanservice as their main attraction...or a quality anime that just happens to have a fanservice on the side? Quality anime that focus on fanservice are almost non-existent, they end up having really generic shallow characters & stories. You'll only end up with the usual ecchi list of DXD, Freezing, Queen's Blade, etc etc which have the depth of a teaspoon compared to truly QUALITY anime like FMA, Code Geass or Bebop.

Possibly the only exception to that I can think of is Golden Boy (make sure you watch the english dub), every second of which was solid gold.

i didn't really expect anyone to mention strike witches.
I'm not the only one either, lol. The fights in that series are actually quite imaginative and hype. Especially the katana parts. There's also some quite emotional moments.


Overall though the best part is how straightfaced it is about the story it tells. It tackles it entirely unironically when the premise is about the most ridiculous one ever thought up.
