Question about steam

I plan switching from my laptop to a gaming pc around christmas time and i was wondering, will i be able to play the games i bought/got in free promotions on the newer computer?

You mean the ones you now legally and permanently own on steam? Sure.
If you're using steamguard, you might have to confirm your identity first (mail, get code, insert code et cetera), but after that you're good to go.

that is what i thought as well, Space Bat. but can you run one game on multiple comps at once?

Not at the same time, no... meaning, if you have one copy of Left 4 Dead, you can't boot it up on your laptop AND your PC at the same time.

darn. i want to play skyrim while my brother is playing it without needing to buy it again. :/
