I'd say Breen for the fact that he isn't a true villain. He just does what he can to save his own skin and to put himself in a position of power, all without doing any true evil acts.

I have a feeling that between Revolver Ocelot and myself, the greatest bromance ever would occur. But as far as a committed relationship, I'd have to go with Sovereign from Mass Effect; I'd get some badass implants just for my loyalty. How cool is that?
