This is a simple question, I'm writing a paper and I'm currently at a loss for a term. When a comedian takes a routine that was "dirty" and makes it "safe for tv" or whatever, what is this called?

Yup, that would be the correct term for that. That reminds me of a funny Pratchett footnote about an old dwarven proverb "All trees are felled from ground level", said to be an excessively bowdlerized version of the original "When your head is level with his belt, your teeth are level with his groin".
