Well Kosh (as far as I remember) was a really ambiguous character that had to wear a protective suit not to radiate all other lifeforms around him or something. You never knew who's side he was on, or even if he had a side. Like it says, he was this shady seer that dropped hints but rarely gave ready answers.
Make what you will of that.
