I don't think it was based on an existing franchise. Looking at Videos on Yt it still holds up surprisingly well i have to say. It isn't fast as Starcraft 2 on fast speed but it's rather immediate from the start because the resource is time. May have to try it again because it still looks fun and the graphics are crunchy and still pretty nice to look at it. :)

Yeah, the old 2d games age quite well.Z, Dune2000, Kknd, Tzar, Netstorm etc. they all look good :p

8) Robocalypse surprisingly solid as a game

10) dragon commander (wait wait hear me out, dating a skeleton. the actual rts is terrible but the things surrounding it is pretty good)

Ha, forgot about KKnd, never heard of Tzar, Netstorm though.
Tzar was(is) like WarCraft 2 but with more hmmm realistic(?) visuals and setting. It also has a bit of Age of Empire in it.

man, those games are old, i feel old too seeing them all :p hardly anyone remembers them today.
Tzar indeed looks like a mix of AoE and Warcraft.
