Do you think a lot fewer people worldwide would have had a Dreamcast than a PS1 at the time though? Surely that would have an impact on how many people played CV compared to RE3.
Definitely, even if CV always lagged behind other RE games that were exclusive to relatively underperforming consoles. RE4 blew up as probably the most popular RE game ever but only after being no longer Gamecube exclusive. The PS4 release of RE Remake(after having been exclusive for like, 13 years) was one of the most popular PSN titles in 2015 and was apparently partially responsible for Capcom returning the series more to it's roots and remaking RE2.

When CV was released on PS2 it did so with little fanfare and while it definitely still has it's share of fans never to the degree of RE Remake let alone RE4. Though yeah, had it been initially released on a popular system I think people would have remembered it more.

RE3 has already been confirmed for development.
Source?
Not officially, but it's going to happen regardless. Knowing Capcom, RE8 is going to happen first, and then RE3 Remake. I would be surprised if they do REmake 3 first, but it's not likely gonna come to that. With the success REmake2, everyone is on that RE high right now.

You can believe me or not on this one; it's up to you. I don't care. If I end up wrong, oh well.

Yeah, apparently one of the developers said they will remake RE3 if demand is high enough which is probably code for that it's already in development considering RE2's sales numbers.
