As a few others have mentioned; Dragon Age Inquisition's crafting system is kinda nifty, but it needs to be exploited to really be expansive (e.g. farming schematics, because you simply can't buy enough from merchants).

...BioWare don't understand a single damn thing about aesthetic weapon design, however, so that might piss you off. Oh, and they seem to hate longswords, as sword'n'boarders tend to end up drowning in ugly looking axes and maces.

Loadout has the most in-depth weapon creation that I've seen in a game. It's like if Borderlands allowed you to make your own weapons.

Skyrim, Fallout 3, dead island, . . . there's another zombie game, with chainsaw paddles, that I can't recall. That's all that comes to mind.

Fallout: New Vegas. The game itself has a robust mod system (especially if you get the DLC with the ultimate edition), and of course there are mods that push it even further.
