Casshern is what first came to mind when I heard the music. I need to find the rest of that series -- Youtube has the first episode, but not the rest.
I've only seen Casshern Sins on Toonami, I'd love to see the original. I'd also like to see more than just the first couple of eps of the 2008 Yatterman show.

Earthworm Jim 64 wasn't very good. It was so bad that it killed the franchise, which in its heyday was big enough to get a Saturday morning cartoon.
Final Edit: By the way, that episode is all I've seen of the original Casshern, and I only found out about the series through
Casshern Sins. I have no idea why I'd never gotten into Tatsunoko's stuff before that, though. They're awesome.
