I'm going with Benjamin Carmine from Gears 2. He had a great character development and I actually cared about him dying, he was likeable. Moreso than is brother, whose death just seemed plain stupid to me.
It also helped that the main characters actually cared about finding B.Carmine before he got killed, as opposed to just saying "Carmine, man..." After is brother in the first game took a sniper bullet to the dome.

Many of the STARS members from the original Resident Evil. The dude who got attacked by the snake and the dead guy you find at the beginning in that dark hallway. Although I don't really think you needed a fallguy to know that a giant snake and a dude with rotting skin and glazed eyes coming at you with his mouth gnashing, hankering for your flesh are dangerous guys.

lol i just had a thought in gears of war 3 you start off with a third carmine brother and he will come stupidly close to death on many occasions however of all the chars hes the only one who lives at the end

There will definitely be a new Carmine in the third. However I think they're not going to be making a fourth gears or they're completely bat-shit fucking insane since it's going to get old if they do. So I think they might put both of the remaining Carmines together and maybe one of them will die and the other becomes extremely pissed and goes Rambo on every Locust's ass afterwards.

Hell, all the marines in the Halo series. Particularly the civilians in the room before a pair of hunters. It doesn't matter if they live, only if you do. Sgt Johnson is the obvious exception to the rule, being a character and invincible.

As soon as Carmine showed up in Gears 2, I knew he'd be dead by the end of the third chapter. Though they did a great job of teasing it - first he's going nuts on a rooftop and you think he's dead. Then they pull him into the chopper and you think he'll live. Then he falls and gets eaten.
I really shouldn't have expected to find him alive, but I was holding out hope...
