Outlast had no weapons, though, which is a significant difference. Haven't played either but those are spin-offs (and in Gaiden's case, non-canon). It has nothing to do with Resident Evil. Its just some creepy hillbilly dude with a knife, and ghosts.

I'm willing to bet this was a completely different game in development, everyone saw the backlash Resident Evil 6 got, and then a huge scramble to just buy a pre-made horror game and slap RE on it. Boom! Back to basics with a legit scary game that doesn't look, feel, play, or have anything to do with Resident Evil at all.
But we'll call it a tangential story about, I dunno, the start of the Las Plagas outbreak.
