I know you don't want space or magic, but since I didn't see mass effect 1 or 2 in the games you've played I'm going to have to ignore you and insist on it anyway. If it's any consolation, as mentioned above, the guns don't fire lasers, they fire tiny slivers of metal at ludicrous speeds. The fact that ME2 is pretty much at the top of everybody's year end list for best game, best story, best rpg etc. is not a product of good marketing, or bland mass appeal. (see what I did there?). The game is really THAT good, moving, meaningful, fun, funny, beautiful, and deep. For an example of how meaningful the game can be, watch this: http://www.escapistmagazine.com/videos/view/extra-credits/1974-Enriching-Lives. Unless you're super strict about spoilers, I wouldn't worry about the spoiler warning. What they talk about really isn't part of the MAIN story line. Plus, I think it would be worth it to spoil a side-mission in order to encourage you to play the game, than to never go near it in the first place.

The only reservation I have is I kinda' forced ME2 on one of my friends. He eventually played it and thought it was bleh. In conversation I made a reference to one of joker's (Seth Green's) funny lines in the game and got a blank stare. I explained that it was a reference to one of the funny things joker says when you go up and talk to him. My friend said, "Meh, I kinda' just had an itch to shoot things, so I didn't really walk around looking for people to talk to" Thinking about the wholehearted recommendation I gave ME2 I said, "I think I've made a huge mistake" to which I got another blank stare. I now have one less friend.

You should try Baldur's Gate 2, the spiritual successor to Baldur's Gate. They started making a spiritual successor to that too, but it got canned.
Heh, I think it's pretty safe to say that Baldur's Gate 2: Shadows of Amn is more than a spiritual successor seeing is it's the same company, setting, characters, title and all. We call those sequels.
I haven't played them, but just sayin....the 2 in the title really seals the deal for me.

Jade Empire? It has magic and dragons but it's chinese magic and chinese dragons and hence isn't nearly as trite as what you get in most RPG's. You don't have to use the magic either, kicking people repeatedly in the balls is equally viable.

Although I'll get a lot of flak for mentioning this as an RPG, you might want to try out: Borderlands. It takes place in the future, but there isn't much futuristic about it. One thing it lacks is the story and cut scenes that we all love in RPGs.

EDIT: Fables. All of them meet your demands.

A RPG with little to no magic? That eliminates a majority of them.
Persona 4. Yeah, it has magic, but at least it doesn't take place in a medieval setting.

Deus Ex has no magic and the technology isn't super-advanced. It also has superb gameplay and a brilliant storyline.

I'd also reccomend Planescape Torment. It is ultra-high magic but it's story and writing are truly head and shoulders above anything else the gaming industry has made.

Hate to repeat suggestions: but "Planescape: Torment" is really one of the best games of your ideal variety ever released. Another I am a rabid fan for is "Vampire: the Masquerade - Bloodlines."

Based on your parameters, I'm thinking a lot of modern RPGs'll rub the wrong way, so going retro will definitely be preferable. Go through the GOG.com archives for some great stuff, but for my money, focus on the "Might and Magic", "Fallout", "Krondor", "Baldur's Gate" and "Shin Megami Tensei" franchises. Some good one-shots include "Enclave," "Lionheart: Legacy of the Crusader", and "The Temple of Elemental Evil." (not sure of how high your comfort level is with magic, so some experimenting may be required with some of the listed games.)

1. Planescape Torment. it's tricky to get it to run on win7, but IMO it has the second best game storyline of all time.
Thats why you buy it from GoG.com

http://www.gog.com/en/gamecard/planescape_torment

Optimized for all current operating systems.
