I see your 1920s cyberpunk crime setting and raise you a Cyber-Wooster and Mecha-Jeeves.
I want to have your upper class Edwardian cyberbabies for that reference.

Also, a Fith Element New York styled city with flying cars and some kind of jetpack crossed with parkour system would rock.

I want to see a game where you just play in a world that is entirely open.

Preferably playing as a thief or a psychotic murderer.

Imagine a level from Hitman that was the entirety of New York city. And you can just go do whatever you want.

I want to enter buildings for once.

I'm boring and want Victorian London. Possibly a steampunk London. Although mid 19th century New York sounds cool too, or Chicago or New Orleans during the prohibition.

Oh oh oh! Or China! Ancient or otherwise. Maybe the backdrop could be the Boxing Uprising.

Game developers, please PM me so I can tell you where to send your money for these awesome ideas =P
Y'know, 19th-century China/turn-of-the-century Russia would be an awesome setting for, say, Assassin's Creed; lots of social upheaval, various factions, etc. I'd buy it.

... I've changed my mind, give this guy the money! I'd definitely buy it. (I just bought all 3 AC games on Steam so it's at the forefront of my mind.)

They could probably work in Rasputin in some not-very-historically-correct-yet-still-panders-to-the-myth way. Or if China, wow, there was A LOT going on in China during the 19th century.

Here's mine: a cyberpunk version of the 1920s where instead of trying to ban alcohol, they try to ban robotic/genetic augmentation, thanks in no small part to extensive campaigning by zealots calling it 'unholy'. Anyway, you play as a member of a crime family, where you smuggle parts, assassinate politicians and protest leaders, and take out rival gangs.

Alternatively: There's a whole planet that's just a dumping ground for the galaxy's most psychotic and dangerous criminals, and you play as a new arrival trying to work his way up the ranks No More Heroes-style with a series of battles against progressively more unhinged and dangerous crime lords. In between, you'd commit murder, extortion, arson, and jaywalking as part of your effort to become the most feared and dangerous criminal of them all.

Your ideas?
Actually, that last idea of yours reminded me a lot of Gun Loco, the game with the planet full of nutjobs. Too bad for you that it was canceled though. =/

What would I like to see? Well, I've yet to play L.A. Noire, but the idea that you have a sandbox in which you're actually the good guy sounds like an interesting perspective.
And yeah, playing around with different settings sounds interesting enough. While I'm thinking about it, I guess you could go for a criminal syndicate with an underwater base. Like, perhaps living underwater around the Bermuda Triangle. Yeah! They could be using sonar signals to jam planes' controls and cause them to crash into the ocean. And they could have looters who go around in submarines and diving equipment and sink boats with satchel bombs and torpedos.
There could be minigames like disabling black boxes and hunting for sharks.
Oh! And the protagonist would want to get out, but to do so he'd need to deliver 10 million dollars worth of loot to his boss by the end of the game and...
Wait, I'm gonna go write this stuff down.

Yeah, I'll freely admit that the idea is basically Gun Loco + No More Heroes + Saints Row 2. But dangit, it'd still be amazing!

Hmm...

GTA V.

Basically a Mother & Housewife who is married to a very successful upcoming lawyer. One day after coming home from buying groceries she finds her husband and children (2... Around age 10 for both) murdered. After spending about 5 years or so in a mental hospital after breaking down from the incident, she goes out & tries to find whomever did the murders by asking one of the criminals her husband put away but was recently released (around the time she was released from the hospital) that she once met & found him/her to be an alright person.

Along the way to finding the main members involved the Protagonist has to do jobs for other criminals, and occasionally has the choice of giving mercy & not killing whom they want her to kill (like one of the situations like that are quite similar to the situation she's in but viewing something like her situation from the outside causes her to see the whole murder of her children & husband from a different viewpoint).

At some point, there's a twist in which it turns out that her Husband was not exactly whom she thought him to be and she has to make some sort of moral choice (both choices solid and understandable, though).

How about a sandbox game...in which you are a lone traveller STUCK IN A SANDBOX! Maybe you're a toy or just a shrunken down person stuck in a huge sandbox, with kids, bugs, other toys, the whole thing.

A space crime game. That might just have a western feel to it. With costume option including brown trenchcoats and hawaian shirts specially tailored for jokey pilots.

And a catchy theme tune.

...

Oh god dammit, please bioware! I needs me a firefly game! It could practically be a mass effect 2 mod! Please!

I might like a video game adaptation of Burn Notice. Hunting down people, fooling them into doing what you need, playing the spy, joining an organization and betraying it, destroying it all as they believe someone else did it.

A sandbox game set hundreds of years after the zombie apocalypse. Humanity survived but lives in overcrowded super cities walled off from outside world but are connected through highways elevated above lush forests filled with the undead. You take role of a petty thief or homeless vagrant or corrupt cop and either fight to destroy city, clean it of crime or become top criminal.

The world's first supervillain. You begin with either a power(s), gadget(s) of your creation, and/or general tools of trade and special skills. You can develop your character in certain ways. Go on rampages and increase the populations fear of you (civilians will become unnerved and lash out at officials, begin to riot themselves, etc), slowly build up status by doing bigger crimes (from robbing gas station, to robbing banks, etc), take out important characters (Police chiefs, Crime bosses, celebrities, mayor's daughters, etc) and build up crews/slaves. (force thugs to work for you, get mafia's to work for you, bribe government officials with fear, etc) As you improve your status and crimes, your character does to. New variations in powers, more money to build gadgets, and your general skills improve as well.

Negotiating: How well you can work out deals with crime bosses and government

Intimidation: How much you can get people to fear you as a population or individuals

Charisma: How you can sooth people into false protection, or be mischievous

Intelligence: How smart your character has gotten and still is since they began

Strength: How strong is your character after getting grunts to do some of his work

And a few other things I can't think about right now.

You can also access menu's (which also contain miniature menu's) to display how you're affect other NPC's in the game. Such as how much they fear you.

Population fear levels:

General population( adults, children, workers, etc): 94%

The Police force(county, state, etc): 85%

The Government (President, Military, etc): 83%

Other criminals (crime bosses, thugs, etc): 75%

And you can check how much money you have:

Oh your person: $50

Stashed away: $25,000

Spent: $3,000

Share: $2,000

And other things.

So yeah, pretty much that's it. I've been working on this concept for awhile, in my head, and still need to smooth somethings out.
Saints Row 3 combined with Just Cause 2? With unique elements? Yeah, I'd buy it.

Enter every building with no loading screens. I hated how in GTA4 I could only enter certain stores even with the hundreds of buildings surrounding the place. I wish we could have it like in Oblivion where we can go anywhere but have it like in GTA4 so we simply alk through the door. No loading screens.
