Basically somebody takes the footage from a show (pretty much always animated as far as I know (its probably far easier to edit, although perhaps that's just where the interest lies), and most usually anime, or at least the all the ones I know of that made it big are), and dubs in their own voice acting and writing. In just about every case, episodes end up really compacted (a single 5 minute Abridged episode can cover 3 to 12 episodes of a show, both because a lot of filler and such gets cut out, and also because nearly all of these are hobbyist projects by 1-5 people and that's the most work they afford at a time), hence "Abridged." Usually they end up as parodies of the show in question, although to lesser or greater degrees. Dragon Ball Z Abridged, for instance, sticks pretty straight to the actual DBZ plot and characterization, although they do add their touch. SAO Abridged, above, sticks to the big idea of the setting, but takes great liberties with characterization.
