Pittsburgh for a time (may still be) had the most bridges in the world excluding solo piers at 446, beating even Venice. I know Amsterdam has the most if you include any kind of bridge, but I think when you look at certain types of bridges that people basically say, yeah thats a bridge, Pittsburgh is still first.
