I believe that adding this scary element to a game is a good idea but the developers lose an amount of customers due to the fact that there scary, ex. me. The games you listed are dark action games with gore and a few easily predictable scares.
A true horror game doesn't need dark areas to scare the player(doom, dead space), it uses logbooks and sound to create an atmosphere where two or three simple enemies are a lot scarier than one jumping from the shadows.

Condemned is good. The first one. There are some startling moments, but a lot of good mind-screws too. Cool, nasty, terrifying atmosphere, etc.

It's the only game that made me feel like I was fighting psychosis itself...well, except maybe Eternal Darkness :)
